Notes for Judges
- _SPEECH Judges, there will be 2 judges in each prelim round. Please do not begin the round without both judges present. The final round will consist of a panel of judges.
_DEBATE Judges, there will be just 1 judge in each round. Please note the topics that are being debated in LD and PF, which can be found below.
_ALL Judges, Critiques on ballots are optional at this tournament, but DEBATE judges do need to still include a reason for decision on their ballot.

Congress Docket Order:
The morning of the tournament, we will randomly draw an order among the 3 teams submitting legislation. Then, in each chamber, students from those schools will select a piece of legislation from their school to debate, in the prescribed order. (This has been our approach for years in Northern Ohio.)
